Sinceunderthesharerestrictionmostoffsettingcontractualrearrangementswereprohibitedbylaw,thehypothesisthatpensatingpaymentsandtenurerearrangementswouldfollowfromthemaximumsharecontrolwillbetestedbya,(1)9,andofficialcontractformswereprovided.[1](2)Theenforcementwasintensifiedasillegalpracticesincreased:

CompensatingPaymentsandRentDisputes

Thisoccurredbecausetheresponsibilityforpaymentofwaterrightsfeeshadnotbeenclearlydefined:
Accordingtotheoldregulations…,landownerspaidaspecialwaterfeewhichwasusedforfarmimprovementsandtenantspaidanordinarywaterfeetocoverirrigationcoststothelocalwa,othetenants.[6]
Theresultingwater-feedisputes,however,we,waterchargesbylandownersinexcessofthestipulatedtermswerereportedin107casesbetweenJune1949andMarch1950.[7]
